Looking for a sci fi movie from the past, I need help

So, when I was a kid I remember watching a bit on TV. Fascinated me. But I can't recall the name.

From what I recall there was a man and a woman androids in a dystopian future. Created by a scientist whom everyone called "the voice".

The girl and guy are chased around by antagonists and everyone seems to have different reasons for trying to get at "the voice". Who's about as reclusive as charlie from charlies angel's apparently.

Eventually it comes to a showdown. And the girl has a weapon and she gives it up so they'll let the guy go.

Suddenly a TV comes on. It's "the voice" he says, "good girl, standing by your man, just like you're supposed to do. And for the rest of you assholes, I've only got one word... Incoming."

Then he shows up, he's an old man, with a rocket launcher and starts a fire fight. In the end he sacrifices himself for his inventions.

That's about all I recall from the film. I thought it was cool when I was a kid and I can't remember what film or show it was from. Looking for any information you can tell me.
